Global Communities is implementing the Youth Inclusive Entrepreneurial Development Initiative for Employment (YIEDIE) project. The project is in its final year of implementation and is designed to create economic opportunities in Ghana’s construction sector for disadvantaged youth. YIEDIE is reaching at least 23,700 of these youth with training in technical, life and/or entrepreneurship skills leading to employment.

YIEDIE means “progress” in the Twi language. The project applies an integrated youth-led market-systems model to improve the capacity of youth and service providers across the construction value chain. YIEDIE will leave behind more capable institutions and create a model for youth employment and success in construction that will be sustained after the project ends.

To facilitate job creation and entrepreneurship in the construction sector, YIEDIE have initiated the Youth Construction Enterprise Fund (YCEF), a grant scheme for start-ups or existing youth entrepreneurs in the sector. The Fund is open to youth applicants within the age range of 17 – 24 years with innovative Project/Business ideas strictly in the Construction Value Chain. These ideas are implemented only within the project catchment areas (Accra, Sekondi-Takoradi, Kumasi, Ashaiman and Tema) even though some direct or indirect beneficiaries of such implemented Projects/Businesses could be scattered beyond the Project catchment areas.

The Project have since its inception in 2015 supported the establishment of over 90 youth businesses through the YCEF. To facilitate the assessment and documentation of the true impact of the Fund, a documentary of Fund beneficiaries has become relevant. A request is therefore made for proposals from media houses or persons to develop a video documentary for YIEDIE YCEF beneficiaries across the project cities. Each proposal would be assessed on its merit based on the criteria outline below:

Purpose and objectives:

Under the guidance and supervision of the Fund Management Committee (FMC) of YIEDIE, the selected media house or person(s) will:

  • Develop the content for a 15-minute documentary on the YCEF plus a 5-minute abridged version focusing on the sampled beneficiaries of the Fund,
  • Assess the present status of beneficiaries in relation to their past and show the direct and indirect impact of the YCEF to their lives,
  • Facilitate the broadcast of the documentary on two widely patronized TV stations in Ghana twice every week for two months after the finalization of the documentary.

 Tasks and deliverables:





Develop a manuscript detailing the nature of the documentary, the extent to which it will reveal the impact of YCEF in the lives of beneficiaries

Draft manuscript submitted to the FMC, reviewed and finalized for production


Select appropriate beneficiaries for the documentary through the guidance of the FMC


Beneficiaries with diverse backgrounds and outstanding successes in their businesses selected for consideration in the documentary


Develop a work plan detailing time span for recording, submission of draft documentary and finalized documentary as per the contract duration

Work plan submitted and approved by the FMC, draft documentary (15 and 5-minute versions) submitted, reviewed and finalized



Finalized documentary (15 and 5 minute versions) packaged in into 10 Video CDs each plus at least 20 hard and soft copy compelling photos of beneficiaries.

Finalized documentary received, 10 video CDs each for each version of the documentary. 20 compelling photographs received – hard copy and soft copy.


Identify and engage with at least two television stations to telecast the finalized documentary for two months (twice every week).

Documentary telecast regularly on two TV stations two months after the finalization of the documentary. 


The selected media house or person(s) will report to the Partnership Development Specialist for direct supervision and delivery of contractual deliverables. They will also work closely with the Communications and Learning officer on the day-to-day delivery of the task assigned. They will be required to report on updates to the FMC at designated times agreed for deliverables.



Payment for this service will be made in tranches based on the achievement of the stated deliverables.



Payment of the contract value for this assignment is subject to the full and completion of all deliverables of the contract. Global Communities reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of Global Communities and Global Communities is at liberty to adapt and modify them in the future. This ToR is an integral part of the contract to be signed with the selected media house or person(s).



Work experience

  • A media house or a team of media persons with a substantial background documentary productions,
  • Demonstrated experience in producing documentaries especially for social interventions for at least 2 years;
  • Experience developing compelling content to adequately measure the impact of social projects on beneficiary livelihood;
  • Experience in reporting on qualitative and quantitative interventions;
  • Ability to take iconic photographs and must have basic photo editing skills;
  • Previous experience working with INGOs in similar assignments is an advantage.

Language Proficiency

Fluency in both written and spoken English including fluency in spoken Twi is essential.



Proposal from candidates should include:

  • Cover letter expressing interest in the assignment;
  • A maximum of 5-page proposal detailing the applicant’s ability to carry out the stated assignment, constitution of his/her team, experience of the team and lead person, with summarized CV(s);
  • One-two pager profile/portfolio of recent projects undertaken
  • Two samples of images produced for social media;
  • A maximum of 2-page Financial Proposal, indicating desired rate in line with the proposed deliverables.
